Mushtaq was released on parole by the committee constituted by the Government of Jammu and Kashmir on direction by the Apex Court to decongest the prisons across the Union Territory. The committee comprised Executive Chairman State Legal Services Authority, Principal Secretary Home and Director General Prisons. Last week, a bench of Justice Tashi Rabstan had asked Mushtaq to approach HPC of the application in accordance with the guidelines laydown the categories for the release of prisoners given the spread of COVID-19. Pertinently, a Special Anti-Corruption Court had sentenced him to 16 years of rigorous imprisonment for his involvement in the 2012 Common Entrance Test (CET) scam in April 2018.
