Srinagar, Apr 05: Departments in Jammu and Kashmir did not surrender Rs 34,917.96 crore of savings during 2023–24, the Comptroller and Auditor General (CAG) of India has reported in its audit of finances for the year ended March 31, 2024.
The report states that savings exceeding Rs 1 crore in each case under 36 grants and two appropriations were not surrendered to the Finance Department, as required under budget provisions.
It records that against a total grant appropriation of Rs 1,04,178.32 crore, the actual expenditure was Rs 69,260.36 crore, resulting in savings of Rs 34,917.96 crore.
The report further states that total provision for expenditure during the year was Rs 1,57,212.90 crore, while actual gross expenditure was Rs 1,26,054.97 crore (80.18 per cent), leaving savings of Rs 31,157.93 crore, which were also not surrendered.
It also records that in 45 cases under 28 grants, savings exceeding Rs 100 crore were not surrendered, and 37 cases showed savings over three consecutive years from 2021–22 to 2023–24.
The report states that Rs 5,214.45 crore was incurred under 35 schemes without budget provision, and excess expenditure of Rs 19,610.17 crore between October 2019 and March 2024 requires regularisation, including Rs 3,760.84 crore during 2023–24.
