Emphasizing the need for upgraded infrastructure at Anganwadi Centres and improved nutrition delivery under Mission Poshan, Dulloo called for field-driven decision-making to ensure last-mile benefits. He also proposed the creation of Composite Homes to house orphans, elderly citizens, and destitute women under one roof—marking a shift toward integrated and compassionate care models.

The Social Welfare Department is currently implementing 46 welfare schemes with a total outlay of ₹4,361 crore, covering nearly 9 lakh beneficiaries across the Union Territory. For the upcoming financial year 2025–26, proposals worth ₹1,088 crore have been approved, including key initiatives like Mission Poshan, Shakti, Vatsalya, Pradhan Mantri Matru Vandana Yojana (PMMVY), and Beti Bachao Beti Padhao (BBBP). Several other schemes are also under active consideration.

The Chief Secretary stressed timely execution, cross-departmental coordination, and robust monitoring to ensure inclusive and measurable outcomes.
