Government has issued a circular where all departmental enquiries will be done through ‘Commission of Enquiries’ thus relieving extra burden from the concerned departments so that there will be no misuse of powers nor will there be any favoritism at all.
The circular in its subject said, procedure for handling cases by the Commissioner of Departmental Enquiries and the role of departmental officers.
According to GAD circular vide no: 01-GAD of 2018 dated: 03-01-2018 in continuation of circular no: COI/PR/1993-95 dated 26-09-1995 it is impressed upon all the Administrative Secretaries to entrust the task of conducting departmental enquiries to the Commission of Enquiries.
As per the procedure laid down in government order no: 1643-GAD of 1988 dated 10-11-1988, so that cases are settled judiciously and expeditiously in a time-bound manner, said circular that is in possession of Et.
A top rank official in the Civil Secretariat told E that, by issuing this type of circular there will be no misuse of powers and somehow favoritism will be stopped at large.
“Health department is meant to serve the patients and other Medicare related jobs, but at the same time when anything untoward happens in this department, government orders for enquiries and for that, job is assigned to its higher officials with the result work gets hampered, said official.
He said that in the same way there are hundreds of department like Education, R&B, PHE, RDD, Agriculture, Horticulture etc which takes lots of time in enquiries and with the result general public suffers in one or the other way.
Government has created a department with a particular assignment to handle and recommend their names for the purpose whatever they deserve that is the (Commission of Enquiries), that would look into it, the official added.
However, sources in the GAD said, though the state government has established a Commission of Enquiries with full procedure and General Administration Department (GAD) has recently directed all the Administrative Secretaries to entrust the cases to Commission of Enquiries for speedy disposal.
No doubt the cases will be settled judiciously and expeditiously in a time bound manner, but what about the already probes that were ordered earlier by the departments concerned, said sources.
They said that whenever there is a need of enquiries from the department concerned and that too without taking the enquiries commission into the confidence, the work of enquiries in the respective department concerned gets hampered.
There will be result less enquiries, and with the result such persons remains under inquiry till their retirement, adding what will be the job of other law enforcing agencies and other departments like, crime branch, VOK, police when they will be having no authority over the enquiries, said sources.
