SRINAGAR 08 Aug : The Special Crime Wing (SCW) of Crime Branch Jammu has registered a case in connection with an alleged overseas employment fraud in which a Jammu resident was reportedly cheated of Rs 10.05 lakh on the promise of securing a work visa and employment in Russia.

According to officials, the complaint was filed against Vishal Singh alias Vishal Manhas, a resident of Suryavanshi Nagar, Muthi, Jammu, who allegedly approached the complainant with an assurance that he could arrange a Russian work visa and job.

During a preliminary verification, the Crime Branch reportedly found that the complainant had paid Rs 10.05 lakh to the accused. Of the total amount, Rs 7.86 lakh was allegedly transferred to the accused’s personal bank account, while Rs 49,999 was paid to Maarg Group Agency, Mohali, Chandigarh. The remaining amount was allegedly handed over in cash.

Officials said the accused allegedly did not possess the requisite authorisation or licence for overseas recruitment. Instead of arranging the promised employment visa, he allegedly obtained a tourist e-visa and sent the complainant first to Dubai and subsequently to Russia.

The complainant reportedly stayed in Russia for nearly two months during 2025, but no employment was arranged as allegedly promised. Despite repeated requests, the accused reportedly failed to return the money and allegedly threatened the complainant with false implication.

The preliminary enquiry conducted by the Special Crime Wing reportedly indicated that fraudulent representations and misrepresentation were allegedly made from the outset.

Based on the findings of the enquiry, the Crime Branch Jammu has registered a case under Section 318(4) of the Bharatiya Nyaya Sanhita (BNS) at Police Station Special Crime Wing.

Further investigation is underway to ascertain the complete circumstances of the alleged fraud and determine whether any other individuals were involved in the matter, officials said.
