Dr Shah Faisal who’s name had become synonymous with Indian Administrative Service country’s top most service since 2009 when he qualified UPSC exam Conducted at national level .UPSC is offering 24 types of services at national level, central level and foreign level every year and attracts top most brains of the country who after burning mid night oil could achieve feat unlike State civil service exam of J&K where most of lists are subjudice and most backdoor entrants found easy way to enter into governance of the state. While as Shah Faisal created history by becoming first topper among Muslims at national level and first topper from Disputed state which is called by some as integral part and by others as blood vein but no one has proved to be sincere towards the lingering issue till date and both the nations and their agents have turned to be beneficiaries of conflict as we have witnessed and are witnessing since the conflict took birth and consumed our five generations till date, the unabated killings are continuing in my Kashmir and we are killed after branded under different names and tags ultimately nation of Kashmir suffers as a whole.
The recent resignation of Dr.Shah Faisal from All India services is not every one’s cup of tea and it needs courage, grit and love for the cause and goal, here in my Kashmir I have seen men who get killed youth by portraying as friend and then provide information to men in uniform for the sake of material gain and another man who is already serving at the permanent level that too not mere at local, district, state level but national level which we call in administrative language as Permanent executive while as in common language as Bureaucrat meant only to make procedural correctness at the expense of people’s need.
The resignation of medical practitioner turned bureaucrat took a long time and was the result of Accumulated Anger when he was harassed on his every comment ,since it was first felt by Barkha Dutt a reputed journalist in July 2018 and it is clear Shah Faisal when entered into the service of Government Of India said once that India is the best option for Kashmiris but it is the statement of 2010 when situation was not worse as it is now a days and age as well experience matters with time he realized and saw how scholars like Dr Manan Wani,Prof Rafi Bhat were forced to take up gun in hands and even Dr Manan wani addressed two articles to the nation and he justified his gun over pen ,Prof Rafi gave up his career in university and joined outfit of Hizbul Mujahideen on Friday and after 24 hours was neutralized even surrender was offered to him on loudspeaker by SSP pulwama Shailender Kumar and he preferred death rather than to surrender .These unabated killings changed the mindset of shah Faisal as per my opinion when he said that “I have not mortgaged my freedom of speech for monthly salary “ ,the rape culture which has become indivisible part of the country led him to call it Rapistan which was not new but older and this term attracted wide spread anger against him from Santri to Mantri .
Dr Shah Faisal was serving at unique position called as IAS these are not mere three words but it is coveted post and needs grit, determination and hard work and is like a hard nut to crack ,for the sake of class fourth positions we have thousands in our valley who promoted the graph of unabated killings and their supremo’s became SSPs, DIGs and were called by attractive names by One of the BJP leader LK Advani as “My dear ABC “whenever adressed a letter to them as there was not era of mobile phones but fax was prevalent and no body dared to tell them that you killed thousands and even they were not rejected from social fabric, now when A topper of UPSC is resigning his resignation has a meaning, he will never be in hurry and strife .He was still part of government as a bureaucrat called permanent executive and now resigned and want to become temporary executive If power, money matters for him he would not have resigned rather participated as an active member in mass genocide which is carried out in Kashmir on permanent basis.
In an interview with national news channel honour he put forth his view point that I want an engagement to stop the killings and for which I will definitely contest upcoming parliament elections and further told that roads, electricity and development has no meaning for Kashmiris as these services are provided since times immemorial and can’t break the resolve of Kashmiris to resolve conflict as per their wishes .He has ruled out the options to join any regional political party, floating his own party or contesting elections as an independent candidates as all these versions have different meaning for a common Kashmiri .He is going to tour the valley and reach out to youth of Kashmir and will receive suggestion from them how to act and what to do. And the feed back will help him to arrive at a decision.
We need to suggest him, come on forefront and after proper feed back if Shah Faisal acts contradictorily then he will be rejected by masses, Dr Shah Faisal is an expert in public administration and even went to Harvard for post graduation in the said subject. Public administration helps a man to arrive at a unique decision which is acceptable to all, much more is expected from, I hope he will not act in an arbitrary manner as the people who are predecessor to him in politics acted.
When Dr Mirwaiz Umar Farooq Chairman All parties Hurriyat conference jammu Kashmir welcomed him into politics over the issue of unabated killings in Kashmir, who we are to stop him ,when we have not stopped killers from killing innocent Kashmiris how come we will interfere into a person’s personal decision which is his right.
Now I observed someone’s comment on fb today that Shah Faisal is being used for electioneering ,I too was smelling something foul but that is not true but as per my observation and being student of Dr Shah Faisal in civil Services I have always found him sincere in every affair and even marking Answer scripts regularly of test series at JKIMPA being busiest officer showed his commitment and love with assigned job and feeling always Down to Earth are some of the qualities of IAS Topper.

The conflict of j&k has consumed only lives and at ground level when we see progress and output that is nowhere only graves are decorated and over them we find fixed Name plates In marble carved with names of innocents and we are losing assets on daily basis, the best resource for a nation is human resource and we are losing human resources for the sake of material resources. The unabated killings are carried out under a well designed plan towards which no one is paying attention and those contractors approach us in the shape of well wishers of freedom movement but their connection and relations when analysed in broader perspective we observe they are liars, secret voters of promoters of killings and act under proper plan of action as crafted by Abdullah bin Ubi who was called Supremo of Hypocrites.
Time has reached when all the stakeholders of Kashmir conflict need to look around and find sheep in wolves skin whose entry in the cadres repel people and whether the said person /s are not serving interests of any other and thereby prevent the Kashmir issue to get resolved once for all, I am having firm belief that a killer can’t be well wisher of the society which was demolished, raped, destructed, engraved by him nor I’m trusting the one who acts as well wisher today but when he was in possession of authority he lashed a reign of terror on the society and we remember some commanders of the day killing people on the pretext of being informers and when he surrendered then killed people being supporters and helpers of militants .If anyone has fed him during militant phase, he beated him up to pulp and we need to see things under wider angle then construct our opinion.
Intellectuals need to think in a wider angle rather than listening to the comments of pseudo intellectuals who always sabotaged the process and we used to make layman the handler of every Action, we can’t indulge in the decision of a person but when a person wants to listen you and me, we need to suggest him and listen from him what is his manifesto, it is two way process May be he has s unique plan to resolve lingering conflict once for all.
