Dr. Muzammil Nazir’s Academic Arrangement Terminated ‘Ab-Initio’ For Violating S.O. 364 of 2020
Srinagar, July 29 :The Jammu and Kashmir Government on Wednesday cancelled the engagement of Dr. Muzammil Nazir as Associate Professor in the Department of Community Medicine at Government Medical College, Handwara.
According to Government Order No. 590-JK(HME) of 2026 issued by the Health & Medical Education Department, a copy of which lies with news agency states that the engagement made on academic arrangement basis under S.O. 364 of 2020 “shall stand cancelled ab-initio”.
As per the order, Dr. Nazir was engaged as Associate Professor and had joined GMC Handwara on 13.01.2026. However, the Principal of the college reported that he did not attend duties after joining.
He was directed to resume duties vide communication dated 06.02.2026. Instead, Dr. Nazir submitted his resignation on 07.02.2026 without serving the mandatory notice period prescribed under S.O. 364 of 2020.
After examining the matter, the department observed that the officer neither discharged his assigned duties after joining nor complied with the mandatory conditions governing resignation under the rules.
The engagement of faculty on academic arrangement basis in GMCs is governed by S.O. 364 of 2020, which lays down terms and conditions including notice period for resignation.
The order has been issued “by order of the Government of Jammu and Kashmir” and comes into effect with immediate effect.
