SRINAGAR 03 Jun : The Jammu and Kashmir Government has constituted a high-level committee to revisit the rate of Additional Performance Security (APS) imposed on contractors selected after quoting abnormally low bid (ALB) prices, in a move aimed at reviewing the effectiveness of existing procurement safeguards.
According to Government Order No. 202 of 2026 dated June 2, issued by the Finance Department’s Codes Division, the committee will be headed by the Director General (Codes) and tasked with examining the current framework governing the imposition of APS on abnormally low bids.
The panel has been asked to assess existing provisions and instructions relating to Additional Performance Security, evaluate the impact of revised APS requirements on bidder participation, competition and execution of works, and review practices followed by other departments, organisations and agencies. It will also identify practical challenges faced during implementation and recommend suitable changes to the existing policy, if required.
The committee comprises senior finance and planning officials from the Power Development Department, Jal Shakti Department and Public Works (R and B) Department, along with the Director Finance, Resources Division, Finance Department.
As per the order, the committee has been directed to submit its report and recommendations within 15 days of the issuance of the order.
