THE CHEIF SECRETARY. SUBJECT :- UNPAID BILLS OF CONTRACTORS IN TREASURIES FROM 31 DEC 2021.
Sir, With respect and great reverence we approach both of your generous self’s and want to bring into your notice that if day after day new black laws are applied especially on the Contractors of Kashmir Is the administration here even after that? thinks about these Contractors Which is the back bone for development works However, everyday, officials here kept saying only about the development work Is justice done to the contractors here for carrying out these development works? If one side Orders are issued by the government officials in which they states to complete all of the ongoing projects as soon as possible which also states that if any of the contractor does not complete the project on time So blacklist it , On the other hand, does the same administration think about those contractor ? Has any official ever asked the contractor is your work done claim/ bills being paid on time . A similar problem still exists with contractors of kashmir thousand of bills are pending in Treasuries From December 31 2021 till date Which have not yet been paid. If the Administration claimed that we will go through first by making The Funds Avilable thereafter to put the work on Tender , Does the administration have this type of funds ? Is this the joke here done with contractors. The Hollow administration of J&K UT must think about Contractors here if they really want to carry out the devlopement works So called Smart City then they should release our payments/ bills which are lying on the tables in treasuries . We request you to please kindly intervene to this most urgent matter because this is not a problem with any sole Major Head its a problem with Every Head whether is M&R , LANGUISHING ,M&R ADDITIONALITY, M&R OVERALL SAVINGS , NFB, PMDP, AND ALL OTHER MAJOR HEADS. We ask you to resolve this issue as soon as possible in Upcoming days Either we will be forced to come on Roads The only one responsible for that is The Administration of Kashmir .
