The Omar Abdullah Dilemma
The political landscape in Jammu and Kashmir (J&K) continues to be dominated by heightened expectations, complicated realities, and deepening frustrations. Chief Minister Omar Abdullah, who rose to power with covert and overt assurances to restore Jammu and Kashmir’s special status under Articles 370 and 35A, finds himself in a vexing political position—struggling less for the revival of these constitutional provisions and more for the restoration of statehood within the Union Territory framework imposed since August 2019.
The Broken Promise: 370 and 35A
During the 2024 electoral campaign, Omar Abdullah gave subtle but clear signals to the electorate that his government would advocate for the reinstatement of Article 370 (which granted special autonomous status to J&K) and Article 35A (which protected local land and employment rights). These promises energized a people still emotionally and politically attached to the pre-2019 constitutional arrangement. However, as months have passed, no tangible movement has been witnessed towards the restoration of these articles.
Instead, Abdullah’s publicly declared and singular focus has shifted to the fight for full statehood, a political demand that, while significant, falls short of the original aspiration for the restoration of Kashmir’s special constitutional status. This shift has left political observers and citizens wondering if Abraham’s government ever intended to fight for the return of 370 and 35A or whether it was a strategic electoral narrative designed to secure votes.
The Reality of Power: LG Manoj Sinha’s Domination
Despite being the Chief Minister, Omar Abdullah operates under a constitutional arrangement heavily skewed in favor of the Lieutenant Governor (LG), Manoj Sinha, who wields considerable executive authority. Since the reorganization of Jammu and Kashmir into a Union Territory, the LG’s office effectively controls all major administrative decisions, leaving the elected government in an inherently subordinate and dependent position.
In practice, this means that Omar Abdullah’s government does not hold independent decision-making power on critical issues and must seek the approval of the LG for even high-profile decisions. The resulting power imbalance has essentially “hijacked” governance, reducing the CM’s office to a largely ceremonial role in many respects.
This dynamic has fostered political frustration within the National Conference leadership and confusion among the populace about the true locus of power in J&K. It also complicates the government’s capacity to deliver on promises and effectively govern, as the LG’s bureaucracy and discretionary powers often undercut elected representatives.
Political Calculations and Public Disillusionment
Omar Abdullah, caught between the demands of his party’s electoral promises and the constitutional reality of J&K’s Union Territory status, treads a precarious political line. His government’s efforts have largely revolved around campaigning for statehood restoration, as reflected in letters to multiple political parties and signature campaigns led by the NC. Yet these efforts have met opposition criticism. Groups like the People’s Democratic Party (PDP) accuse Abdullah of “political theatre,” alleging that he normalized the revocation of special status while reducing the fight for statehood to symbolic gestures.
The public, meanwhile, remains increasingly disenchanted. Many view Abdullah as having fallen short of his promises to restore the constitutional arrangement that once defined J&K’s autonomy. The concentration of decision-making in the hands of the LG, combined with administrative inertia, has fuelled perceptions that the elected government cannot independently shape the region’s political future as envisioned by voters.
A Government in Waiting Mode
In the current political framework, it is undeniable that the Omar Abdullah government is in a constrained and reactive mode rather than a proactive governing body. Major policy initiatives and political decisions await the nod or endorsement of the LG’s office, which remains the ultimate authority. This reality severely restricts the government’s ability to lead, campaign, and deliver on electoral promises without interference or delay.
This “waiting for the LG’s signal” mode also contributes to political inertia. While Abdullah pushes for statehood restoration, he must contend with a leadership arrangement where the LG effectively sidelines the elected government on key issues. This slows down governance processes and dims the hope for rapid political or administrative reforms.
Conclusion
Omar Abdullah’s tenure as Chief Minister symbolizes the complexities of Jammu and Kashmir’s post-2019 political architecture. His covert assurances on 370 and 35A have largely remained unfulfilled, replaced by a narrow and uphill political campaign for statehood restoration. Yet even this campaign is hindered by the overbearing presence of LG Manoj Sinha, whose vast powers have overshadowed the autonomy of the elected administration.
As J&K approaches critical electoral and political milestones, this dual reality—between public expectations and constitutional limitations—poses crucial questions about governance effectiveness, democratic accountability, and the future trajectory of Kashmir’s political aspirations. The people of Kashmir await not just promises but empowered leadership capable of navigating this complex landscape for lasting political resolution.
