Srinagar, Oct 11: The Jammu & Kashmir Lieutenant Governor
(LG) administration has made a significant amendment to the recruitment rules under the Jammu and Kashmir Civil Services (Decentralization and Recruitment) Act of 2010. In an order issued on October 11, 2024, the Lieutenant Governor of J&K, Manoj Sinha, through S.O. 506, has extended the recruitment powers of the Service Selection Board (SSRB) to make recruitments for all Public Sector Undertaking/Government Company/Corporation/Board/Organization and body substantially owned or controlled by the Government of Jammu and Kashmir.
According to the amendment, the Service Selection Board will now also be responsible for recruiting personnel for non-gazetted positions, particularly subordinate services, and Class IV (MTS) posts across all public sector undertakings. The SSRB’s jurisdiction also now extends to all bodies that are either wholly or substantially controlled by the J&K government, which may include J&K Bank and all the public sector undertakings (PSUs).
The Government notification, issued on 11 of October, 2024, reads: “In exercise of the powers conferred by proviso to Article 309 of the Constitution of India read with Section 15 of the Jammu and Kashmir Civil Services (Decentralization and Recruitment) Act, 2010, the Lieutenant Governor is pleased to direct the following amendment shall be made in the Jammu and Kashmir Civil Services (Decentralization and Recruitment) Rules, 2010; namely:-
In Rule 6, for sub-rule (1), the following sub-rule shall be substituted:-
“(1) There shall be constituted a Service Selection Board for making selection for recruitment to Subordinate Services/non-gazetted/ Class-IV (MTS) posts borne on the establishment of any Department or Service of the Government or any Public Sector Undertaking/ Government Company/Corporation/Board/Organization and body substantially owned or controlled by the Government of Union territory of Jammu and Kashmir.”
This move comes at a critical juncture as J&K anticipates the formation of a new elected government under the leadership of Omar Abdullah.
