SRINAGAR 25 Sep : The Jammu and Kashmir government has earmarked Rs 40 lakh in the 2026-27 UT Capex Budget for completing the balance works of the NT-PHC building at Devar Lolab in Kupwara, the Legislative Assembly was informed on Friday.
Health and Medical Education Minister Sakeena Itoo said the PHC building was approved under the district sector during 2020-21 through the J&K Housing Board, which was designated as the executing agency.
Replying to a Calling Attention Motion moved by MLA Qaysar Jamshaid Lone over the prolonged delay in completing the building, Itoo said the project was originally approved at Rs 199 lakh and allotted at Rs 141 lakh, with a stipulated completion period of three financial years.
She said the considerable time that had elapsed since preparation of the original Detailed Project Report (DPR), coupled with a rise in construction costs, had necessitated its revision.
The J&K Housing Board has submitted a revised DPR of Rs 206.64 lakh for carrying out the remaining works of the NT-PHC Devar Lolab above the ground floor, the minister said.
The revised DPR is currently under scrutiny by the Chief Medical Officer, Kupwara, to ensure that all essential components are incorporated and the facility becomes fully functional after completion, she added.
Itoo said Rs 40 lakh had already been earmarked under the UT Capex Budget 2026-27 and would be utilised for the remaining works once the revised DPR is finalised and approved.
The minister assured the House that the department would make efforts to complete the balance work in a time-bound manner.
