School Edu Deptt ‘violating’ administrative orders of transfer policy : Govt

The authorities Thursday said School Education Department was violating the government orders of transfer policy by exercising the ‘obsolete policy” that was creating a sort of “indiscipline”  in the department. The government in this regard issued a circular, a copy of which lies with the news service, wherein the government warned of the strict actions against the involved officials. In a circular, Commissioner Secretary to government for School Education Department, Asgar Samoon said,

“The government in the year 2010 notified a comprehensive transfer policy for effecting transfers of gazetted and non-gazetted staff along with delegation of powers for such transfers.” He said that In November 2019, a delegation of powers were revised in case of first gazetted level officers and inter-divisional level officers of first level.

“It has been observed that in School Education Department, such powers are still exercised by respective Directors, Joint Directors (JD), Chief Education Officers (CEO’s) in violation of Government instructions and orders, thereby creates administrative indiscipline in the Department and amounts disciplinary action as warranted under rules,” reads the circular. The government said that in order to maintain administrative discipline, it is enjoined upon respective Directors to desist from such practices henceforth so as to keep sanctity of government order intact.

“Deviation if any shall be viewed seriously and reflected in performance reports of such officers,” Samoon said. Meanwhile, he also said that issues on transfer policy should be brought into the notice of administration. “Any transfers made of Higher Secondary lecturers, gazetted ranks, inter-district transfers in recent months by any officer in violation of delegation of powers be brought to notice of the administrative Department immediately,” Samoon posted on Twitter handle account—(KNO)
