School Education Department Delegates DDO Powers to Four Headless Institutions in Kashmir Division

SRINAGAR 03 Jun : The Government of Jammu and Kashmir’s School Education Department on Wednesday issued orders delegating Drawing and Disbursing (DDO) powers for four headless educational institutions and offices in the Kashmir division, on a temporary basis until regular arrangements are put in place.

According to Government Order No. 201-JK (Edu) of 2026, issued on June 2, the decision follows a communication from the Director of School Education Kashmir and has received concurrence from the Director Finance, School Education Department.

Under the order, Drawing and Disbursing powers have been assigned to designated officers for specific institutions. Government Higher Secondary School (GHSS) Lasjan has been assigned to the Headmaster, Higher Secondary School Padshahibagh, with effect from May 1, 2026. Similarly, GHSS Pandrethan and GHSS Sangree have been placed under the Headmaster, Boys Higher Secondary School (BHSS) Panthachowk, also effective from May 1, 2026.

In addition, the Ustad Ghar and Auditorium, Bemina, Srinagar, has been assigned to the Chief Accounts Officer, Directorate of School Education Kashmir, with effect from March 1, 2026.

The government clarified that the delegated powers are strictly limited to financial drawing and disbursing functions and do not confer any administrative authority over the institutions concerned. The arrangement is temporary and will remain in force until regular DDO postings are made by the department.
