The Department of Information and Public Relations (DIPR) of the UT government released a report titled ‘Jammu and Kashmir marching towards a new tune – towards prosperity, progress and peace’. Apart from how many domiciles the government has issued, the report details its achievements ahead of the second anniversary of the then government’s unilateral move to abrogate Article 370.
According to the report, 41.05 lakh domicile certificates have been issued in Jammu and Kashmir, which includes certificates to 55,931 West Pakistani refugees. 2754 certificates have been issued to Valmiki and 789 to Gorkhas. The report states that a domicile certificate is eligible for recruitment in J&K and all former permanent residents are automatically eligible.
It said that all 890 central laws have been made applicable to J&K, 205 J&K state laws have been repealed and 130 state laws have been amended and made applicable to J&K. It lists the repeal of the Large Land Estates Abolition Act as one of its achievements.
In 1950, this law was implemented by Sheikh Abdullah under the Naya Kashmir program. Under this law, local tenants were given tracts of land on which they worked hard for decades with very negligible returns for their landlords. Under the law, 790,000 landless farmers were awarded proprietary rights.
