Reports suggest that Tanvir Sadiq is likely to introduce two important Private Member Bills on urban planning and eco-friendly housing in lakeside areas. A separate bill concerning the Land Grants act 2025, considered significant and potentially contentious, is also expected to be introduced and may come up first.

Tanvir Sadiq Moves Two Key Private Bills on Urban Reform and Lakeside Housing in J&K Assembly

Srinagar, Mar 24: In a significant legislative push reflecting focus on urban governance and Dal Lake-related issues, Zadibal MLA Tanvir Sadiq has introduced two major Private Member Bills in the Jammu and Kashmir Legislative Assembly, aimed at reshaping urban planning and addressing long-standing housing concerns in lakeside areas.

Sources in the Assembly said the twin legislations—The Jammu and Kashmir Urban Commission Bill, 2026 and The Right to Dignified Eco-Housing in Lakeside Areas Bill, 2026 are being seen as a “comprehensive policy intervention” targeting both macro-level urban planning and micro-level human habitation challenges in Srinagar and other towns.

According to legislative sources, the proposed Urban Commission Bill seeks to establish a dedicated statutory body to prepare a 25-year roadmap for urban development in Jammu and Kashmir, with a focus on decongestion, sustainable infrastructure, and scientific planning.

The Commission is envisaged to bring together experts in urban planning, environment, transport, and heritage conservation, and will have powers to seek data from government departments and consult stakeholders. Importantly, its recommendations will be placed before the Assembly, with a mandatory Action Taken Report within six months.

Officials familiar with the draft said the move comes amid growing concerns over unplanned expansion, traffic congestion, waste management challenges, and pressure on civic infrastructure in cities like Srinagar and Jammu.

Significantly, sources pointed out that similar institutional approaches have been explored in cities like Kochi, where integrated urban planning bodies have been used to streamline development and coordinate between multiple agencies—something experts say is urgently needed in Jammu and Kashmir.

“The idea is to move away from ad-hoc decision-making to a structured, long-term planning framework,” a source said.

The second bill focuses on one of the most sensitive and politically significant issues in Srinagar—the condition of habitations in and around Dal Lake and other water bodies.

Sources said the proposed legislation seeks to legally guarantee the right to dignified, eco-friendly housing for residents living for generations in areas such as Dal Lake, Nigeen, Khushalsar, Gilsar and Anchar.

The bill proposes a regulated framework allowing residents to construct, upgrade or repair homes using eco-friendly materials, while strictly prohibiting pollution, untreated sewage discharge, and encroachment on water bodies.

A key feature of the legislation is the creation of a Lakeside Eco-Housing Authority, which will ensure time-bound approvals through a single-window system and provide technical support, particularly to economically weaker sections.

Sources noted that the bill attempts to strike a balance between environmental conservation and Article 21 rights, addressing what has long been described as a policy vacuum marked by conflicting regulations and enforcement actions.

“The legislation replaces uncertainty and illegality with a transparent, scientific and rights-based framework,” a source said, adding that it could have far-reaching implications for both lake conservation and the lives of thousands of residents.

Apart from these two proposals, sources said that one of the most significant and potentially contentious legislations expected to be taken up is the Land Grants Act bill, also moved by Zadibal MLA Tanvir Sadiq. The bill, which is likely to be introduced prior to the Urban Commission and Eco-Housing Bills, is being viewed as a major intervention given its wide-ranging implications on land rights and governance. Observers say the move underscores Sadiq’s continued focus on addressing complex and sensitive issues through legislative means, with the proposed changes expected to trigger substantial debate both inside and outside the Assembly.
