Urgent Appeal for Film Policy Upgradation in Jammu & Kashmir

Kashmiri filmmaker Ali Emran, who has directed over ten films, including three feature films, has made an urgent appeal to the Honorable Chief Minister Omar Abdullah for a comprehensive revision of the Jammu & Kashmir Film Policy. His appeal reflects the concerns of the local filmmaking fraternity, which feels that the existing policy does not adequately support regional filmmakers, artists, and technicians.

While the film policy was introduced with the intent of promoting Jammu & Kashmir as a filmmaking hub, its current structure offers little incentive for local creators. Emran, speaking on behalf of Local filmmakers of J&K, has suggested key amendments that would significantly benefit the regional film industry.

Proposed Revisions to the JK Film Policy

  1. Funding for Local Films
    One of the most pressing demands is financial support for local films, particularly those made in indigenous languages like Kashmiri, Dogri, Gojri and Pahari. While major production houses from outside J&K often secure funding through various channels, local filmmakers struggle with financial constraints. A dedicated fund for regional cinema would not only preserve the cultural narratives of J&K but also give a much-needed boost to independent filmmakers.
  2. Establishment of an Equipment Facility
    Professional filmmaking requires high-end cameras, sound equipment, and editing suites, which are often too expensive for independent filmmakers. Emran has suggested setting up a government-supported equipment rental facility that local filmmakers can access at discounted rates. This would ensure that financial limitations do not hinder creative projects.
  3. Waiver of Location Permission Fees for Local Filmmakers
    Jammu & Kashmir, with its breathtaking landscapes, is a natural film set. However, the costs associated with obtaining location permissions add to the financial burden of local filmmakers. A policy that waives these fees for regional productions would encourage more filmmakers to shoot within the Union Territory, ultimately benefiting tourism and the local economy.
  4. Mandatory Internships for Local Aspiring Filmmakers
    To bridge the gap between aspiring filmmakers and professional productions, Emran has proposed that outside production companies filming in J&K should be required to include local interns in their crew. This would provide hands-on experience to young filmmakers, artists, and technicians, helping them gain industry exposure and build careers in cinema.

The Need for Policy Reform

Cinema plays a crucial role in cultural preservation and economic growth. Countries like Iran and France have implemented film policies that actively support regional filmmakers, resulting in globally acclaimed cinema. J&K has a rich storytelling and cultural tradition, and with the right support, it can emerge as a major hub for regional and independent filmmaking.

Ali Emran’s appeal is not just a filmmaker’s request—it is a call for systemic reform that can reshape the future of J&K’s film industry. The government’s response to these demands will determine whether Kashmiri cinema continues to struggle or flourishes as a globally recognized cultural force.
