The order, of which a copy lies with, mentioning the names of three employees Jameela Begum (FMPHW), Rubeena (FMPHW) and Mushtaq Ahmad Khan (Nursing Orderly), reads that “Whereas per duty roaster you were supposed to be on duty at SDH Kupwara, (however) you were absent from duties on Sunday in Casuality section as a result of which patient care got affected.”

Asking the trio to explain their position, the order reads that “You (employees) are hereby directed to explain your position within two days, failing which would be deemed to have been relieved to Chief Medical Office Kupwara. Salary would be withheld and action under rules will be initiated against defaulters.”
