Srinagar, Oct 5 : The Government of Jammu & Kashmir has ordered initiation of fresh regular departmental action against Er. Tasaduq Reyaz S/o Reyaz Ahmad Zargar R/o Iqbal Colony Bemina, the then Junior Engineer, BDO Office Hardaboora, for commission of offence punishable under Section 7 of Prevention of Corruption Act, 1988 in FIR No.08/2022 P/S ACB Baramulla.
According to Government Order, a copy of which lies with , the then JE was arrested by Anti-Corruption Bureau in FIR No.08/2022 and was placed under suspension by Department of Rural Development and Panchayati Raj.
The General Administration Department vide order dated 23.06.2023 had accorded sanction for prosecution and recommended the case to RD&PR for action under Rule-31 of J&K Civil Service (CC&A) Rules, 1956.
The RD&PR Department had served Memorandum, Articles of Charges and Statement of Imputations to the delinquent engineer and appointed Assistant Commissioner (Development), Baramulla as Inquiry Officer vide Order No.108-JK(RD&PR) of 2025 dated 26.03.2025, who submitted his report on 30.04.2025.
However, after examination of the records shared by RD&PR and ACB J&K, the Public Works (R&B) Department — being the Disciplinary / Appointing Authority — found the inquiry report lacking merit and not satisfactory and has rejected the same.
Now with prior approval of Competent Authority, the PW(R&B) Department has accorded sanction for Institution of simultaneous regular departmental action against Er. Tasaduq Reyaz, JE on post-facto basis, adopting the formal Memorandum, Articles of Charges and Statement of Imputations already served by RD&PR.

Appointment of Er. Shuja Ahmad Malik, In-charge Superintending Engineer, PMGSY, Baramulla as Inquiry Officer and Er. Faizan Jameel, In-charge Assistant Executive Engineer (Technical Officer) in the Office of SE PMGSY Baramulla as Presenting Officer.
The Inquiry Officer has been directed to submit his report along with clear-cut recommendations within 21 days, as per CVC guidelines. It has been further ordered that any transfer of Inquiry Officer/Presenting Officer shall not affect the inquiry.
The order has been issued by order of the Government of Jammu and Kashmir.
