SRINAGAR 05 Oct : The Ministry of Home Affairs has directed all segments of the Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre to report within 48 hours any FIR, arrest, adverse court order or action by an investigating agency against officers of the IAS, IPS, DANICS and DANIPS.
The directions cover cases involving agencies including the Central Bureau of Investigation, Enforcement Directorate and Anti-Corruption Bureau, with the Ministry seeking faster reporting of developments relating to disciplinary and investigative proceedings.
The MHA has also set October 15 as the deadline for AGMUT segments to submit details of all pending disciplinary cases, along with complete supporting records. Each case must specify whether the proceedings are at the pre-charge-sheet or post-charge-sheet stage.
Disciplinary proposals are required to include a statement of facts, chronology of events, authenticated documents, witness details, a draft charge-sheet and a specific recommendation on the proposed penalty, besides explaining the reasons for initiating the proceedings. Cases returned for being incomplete must be resubmitted in full within 15 days.
The Ministry has separately ordered a review of officers on prolonged leave, including verification of leave accounts, the nature and duration of leave, extensions granted and the officers’ reported place of stay. Salaries are to be released only for periods covered by sanctioned leave, while any excess payment identified is to be recovered under applicable rules.
Ladakh, Puducherry, Mizoram, Andaman and Nicobar Islands and Arunachal Pradesh have specifically been asked to scrutinise leave records and initiate recovery wherever excess payments are found. Prolonged unexplained absence or failure to resume duty despite directions may be dealt with under applicable service rules.
For Jammu and Kashmir, the MHA has directed the administration to expedite the collection of Annual Performance Assessment Reports (APARs) and preparation of other documents required for pending proposals for induction into the IAS and IPS.
The J&K administration has been asked to complete the documentation without waiting for the Centre to determine vacancies, enabling the proposals to be submitted to the Union Public Service Commission once the vacancies are finalised.
The MHA has also called for continuous and expeditious direct recruitment in the entry grades of civil and police services under the AGMUT cadre, with segments directed to clear recruitment backlogs.
On mandatory training, the Ministry has directed that exemptions be granted only in genuinely exceptional circumstances. Each AGMUT segment has also been asked to put in place an internal mechanism to monitor officers’ training requirements and prioritise the release of officers nearing promotion eligibility for mandatory training.
