Jammu and Kashmir, often hailed as “Paradise on Earth,” has long been a favourite destination for tourists seeking the natural beauty of the Himalayas and the rich culture of the region. However, as the world embraces responsible travel to these natural areas, one of the most vital aspects of ecotourism often goes overlooked – safeguarding the interests of the local population. In Jammu and Kashmir, this important aspect is at great risk, especially for approximately 4000 registered travel agents operating within the region.
Local travel agents play a crucial role as a bridge between tourists and the essence of a destination’s culture and heritage. Unlike other stakeholders such as hotels, Houseboats, Guest houses and resorts etc which primarily focus on selling their services, travel agents are uniquely positioned to introduce tourists to the local culture, traditions, heritage and lesser know destinations more effectively. They serve as passionate advocates for the true treasures of a region, making local culture and heritage their primary product. Through their expertise and commitment, they provide tourists with a deeper and more enriching experience, fostering a genuine connection with the places they visit.
These local travel agents are predominantly entrepreneurs who have opted for self-employment rather than demanding government jobs, have played a significant role in the economic development of the Union Territory as tourism has always been the main and the largest industry in the region. The contributions of these local travel agents in promoting Kashmir travel and tourism have been remarkable, making them an integral part of the industry. However, a recent development has put their businesses in jeopardy.
The business of local travel agents in Jammu and Kashmir is on stake, and they are calling for a serious intervention by the government to safeguard their interests. The local travel agents are demanding that the government to introduce a policy that ensures they receive a markup or margin, percentage more than non-local travel agents and direct customers, as failure to implement such a policy could render approximately 4000 travel agents in the region jobless, causing economic distress and uncertainty for their families. Comparable policies have been successfully enforced in tourist destinations like Ladakh and Himachal Pradesh, where the interests of local travel agents are well-protected, contributing to the overall well-being of those regions.
In recent times, a troubling trend has emerged in the hospitality industry, where hoteliers offer more favourable rates to non-local travel agents and direct tourists, often at the expense of local travel agents in places like Jammu and Kashmir. This practice has had a severe impact on the livelihoods of local travel agents, leaving them on the brink of joblessness. As a result, the once-vibrant local travel industry faces significant challenges, with many local agents struggling to compete with the advantages provided to outsiders, thereby threatening their economic stability and local expertise in showcasing the region to visitors.
To ensure the sustainable growth of tourism industry in Jammu and Kashmir, it is imperative that the government steps in and takes measures to protect the livelihoods of local travel agents. This can be achieved by introducing a policy

that enforces a markup or margin for local agents, covering various aspects of the tourism industry, such as hotels, houseboats, and transportation.
By implementing such policies, the government can ensure that local travel agents continue to play a vital role in promoting and developing the tourism industry in Kashmir. This, in turn, will contribute to the overall prosperity of the region and provide a more sustainable and responsible approach to ecotourism, benefiting both the local population and the culture. It is hoped that the government will consider and act upon these demands to safeguard the interests of local travel agents in Kashmir as they have worked closely with the Department of Tourism and the government to promote the unique allure of the region, both within the country and abroad. Their significant contribution cannot be underestimated.
The call for government intervention to protect the interests of local travel agents is not just an economic necessity but a means to preserve the cultural essence of Jammu and Kashmir. Failing to implement such policies could result in approximately 10,000 people losing their livelihoods, who are working with these 4000 travels agents, a scenario that could be detrimental to the region’s tourism industry and the well-being of its residents.
The government is now urged to take action and ensure that the role of local travel agents remains functional, guaranteeing the economic prosperity and cultural vibrancy of Jammu and Kashmir. It is hoped that the authorities will recognise the urgency of this situation and act swiftly to safeguard the interests of the local travel agents who have been the backbone of the tourism industry in this breathtaking part of the world.
