Srinagar, Aug 4: Lieutenant Governor Manoj Sinha on Tuesday announced that Jammu and Kashmir has achieved fully literate status under the ULLAS (Understanding of Lifelong Learning for All in Society) – Nav Bharat Saaksharta Karyakram, describing it as a landmark achievement in the Union Territory’s educational journey.
The Lieutenant Governor said the milestone reflects the collective efforts of the administration, the School Education Department, literacy volunteers, teachers, local communities and thousands of neo-literates who participated in the nationwide adult literacy campaign.
Congratulating all stakeholders, LG Sinha said the achievement aligns with the vision of the National Education Policy (NEP) 2020 and the goal of building a knowledge-driven and empowered society. He noted that the ULLAS programme goes beyond basic reading and writing by promoting digital literacy, financial literacy, life skills and lifelong learning.
The Lieutenant Governor expressed gratitude to literacy volunteers, educators, district administrations and community organisations for their contribution in reaching learners who had missed formal education.
He said the administration would continue to strengthen continuing education initiatives and ensure that every citizen has access to learning opportunities, enabling them to participate more effectively in social and economic development.
The ULLAS scheme, launched by the Union Ministry of Education, aims to provide literacy and essential life skills to adults aged 15 years and above who could not complete formal schooling, with a focus on lifelong learning and community participation.
